The article discusses the determinants of the coordinated development of the local economy and the restoration of the infrastructure of territorial communities in the context of sustainable development in the context of war and post-war transformations. It has been established that the interaction between these processes is not automatic but depends on a set of conditions that determine the coherence or fragmentation of their interconnection. To explain such conditions, a conceptual model of the determination of the local economy and infrastructural recovery has been built, and institutional, managerial, infrastructural and economic determinants of influence have been allocated. Each determinant is specified through the key components and mechanisms of their influence on the closure of the coherence cycle. To incorporate the identified determinants into the systems of strategic planning and public investment of territorial communities, the author's framework tools are proposed. It outlines the logic of linking managerial actions and relevant areas of public investment in accordance with the needs of ensuring the coherence of the local economy and infrastructure recovery. The application of the results of the study will contribute to the transition from the reactive logic of recovery to a more coordinated formation of the investment portfolio of the territorial community, focused on achieving sustainable development goals.
